Missile Defense Agency issues $151 billion SHIELD contract request to support Trump’s Golden Dome programme

U.S. defence contractor Northrop Grumman is positioning itself to play a central role in the Pentagon’s planned “Golden Dome for America” missile defence system, as the company expands its involvement in integrated air and missile defence amid rising international demand and new U.S. defence funding priorities.

The Missile Defense Agency (MDA) has released a request for proposals for its Scalable Homeland Innovative Enterprise Layered Defense (SHIELD) indefinite-delivery/indefinite-quantity contract vehicle, with a maximum value of $151 billion. The final request, posted Tuesday on SAM.gov, follows a draft published in July.

 

Through SHIELD, the agency aims to build “continuous, layered protection against air, missiles, space, cyber and hybrid threats,” according to the RFP. The contract is designed as a flexible vehicle to enable MDA and other Department of Defense components to rapidly issue orders.

The RFP outlines 19 areas of work, including research and development, prototyping, systems engineering, weapons design, data mining, cybersecurity, and modelling and simulation. Selected contractors will be expected to apply technologies such as artificial intelligence and machine learning, as well as model-based systems engineering and agile acquisition practices.

 

 

The anticipated performance period is 10 years, including options, with proposals due by 6 a.m. Eastern time on 10 October. MDA confirmed the SHIELD programme is one of several contracting vehicles supporting President Donald Trump’s Golden Dome initiative.
