The Turkish delegation also included the Ambassador of the Republic of Türkiye to Bucharest, H.E. Özgür Kıvanç Altan. General Gheorghiță Vlad, Chief of Defence Staff, and Vice Admiral Mihai Panait, Chief of the Naval Forces Staff, also attended the ceremony.
“The entry of a new ship into the Naval Forces’ service is a concrete step, which strengthens our defence capacity in the Black Sea. We are not just talking about military equipment, but about Romania’s security and respect for our soldiers who need the best conditions to conduct their missions,” the Minister of National Defence stated. He highlighted that the acquisition supports operational needs in a sensitive regional environment.
The contract sets a total value of 223 million euros excluding VAT and includes the ship, personnel training, and a logistic support package. According to the ministry, the purchase strengthens naval readiness and ensures support throughout the vessel’s integration period.
The Homeland Defence Supreme Council approved the multi annual programme to equip the Romanian Naval Forces with a HISAR class corvette in March 2025. This approval enabled the ministry to begin the steps required for procurement in line with national defence policy.
On 8 September, the joint defence committees of the Senate and the Chamber of Deputies issued a unanimous favourable opinion for the acquisition. Their endorsement confirmed parliamentary backing for strengthening maritime capabilities.
The HISAR class corvette forms part of the Romanian Naval Forces’ Procurement Programme. It is intended to support missions to protect critical maritime infrastructure and conduct patrol and combat operations essential to national and regional security.
