The Romanian Army has confirmed the entry into service of the first Cobra II 4x4 armoured vehicles, although the exact size of the initial batch has not been disclosed. According to manufacturer Otokar, the delivery consists of 194 vehicles out of 278 scheduled to be delivered during 2025.

Following adaptation to Romanian requirements, the Cobra II vehicles will be distributed among units of the Forţele Terestre Române and fielded in multiple variants. These include armoured personnel carriers, remotely operated weapon station carriers, 120 mm and 81 mm mortar carriers, tank destroyers, armoured ambulances, engineering vehicles and chemical reconnaissance platforms.

In total, Romania is set to receive 1,059 Cobra II vehicles ordered at the end of 2024, with 278 units to be produced in Turkey and the remaining 781 manufactured domestically. Local production will be carried out by Romanian industry under an industrial cooperation framework, supported by a joint venture between Otokar and Automecanica.

The programme has faced challenges, including delays in vehicle deliveries from Turkey and extended preparations for transferring production technology to Romania. Media reports indicate that Otokar may be required to pay contractual penalties of nearly 2 billion Turkish lira to Romtechnica, although the company has stated that these issues will not affect the overall programme schedule.
