The Term Sheet, signed in August 2025, defines the main conditions of the intended Launch Site Agreement between the two companies. Andøya has developed a state-of-the-art launch site, and Astrobotic has committed to conducting several of its Xodiac campaigns there, making it the first reusable U.S. launcher to operate from continental Europe.
The partnership aims to strengthen European space infrastructure by providing strategic autonomy, faster deployment of new capabilities, and enhanced responsiveness for both commercial and government stakeholders. Security and compliance remain central to the agreement, with both parties pledging to uphold strict regulatory standards, the Technology Safeguard Agreement, and Andøya Space’s governing documents.
