German shipbuilder TKMS and Canadian construction group EllisDon have signed a Strategic Teaming Agreement to support the Canadian Patrol Submarine Project. The agreement sets out a shared intention to explore and implement cooperation on submarine maintenance, sustainment and training infrastructure in Canada.

The companies said the collaboration is aimed at developing long-term industrial capabilities, skilled employment and domestic value creation linked to Canada’s submarine programme. It reflects what both sides described as the strategic importance of sustaining the fleet over the long term through domestic infrastructure.

“We are proud to partner with EllisDon to explore a cooperative approach that supports Canada’s submarine ambitions,” said Thomas Keupp, Chief Sales Officer at TKMS. “TKMS brings decades of experience and deep know-how in submarine infrastructure requirements, and together with our partners, we aim to develop concepts that fully meet Canada’s operational and regulatory expectations.”

The partnership is intended to combine the companies’ strengths to deliver sustainable, high-value infrastructure in support of the Canadian Patrol Submarine Project. It also includes a joint commitment to increasing skilled employment and generating long-term economic benefits within Canada.

“EllisDon is honoured to collaborate with TKMS on an initiative of such national significance,” said Chris Lane, Senior Vice President at EllisDon. “By contributing our expertise in adapting complex, mission-critical infrastructure to Canadian standards, we aim to help shape a sustainable, future-ready solution that delivers long-term value for Canada’s submarine program.”

Under the project framework, TKMS is expected to provide the overall infrastructure concept for submarine maintenance, repair and associated training facilities. The company said it will draw on decades of experience, including cooperation with Norwegian partners, to tailor the concept to Canada’s specific requirements.

EllisDon’s envisaged role includes responsibility for ensuring that the design and constructability of the infrastructure meet Canadian expectations and programme requirements. This will include aligning delivery with overall budget and schedule timelines for the submarine programme.
