Croatia and France sign framework agreement for joint procurement of CAESAR howitzers

By Defence Industry Europe

Croatia has signed a framework agreement with France for the joint procurement of 155mm CAESAR self-propelled howitzers manufactured by KNDS France.

This collaboration marks Croatia’s entry into a programme spearheaded by the French Directorate General of Armaments (DGA), aimed at facilitating joint acquisitions for participating nations. The CAESAR system, known for its mobility and advanced artillery capabilities, will be acquired through a unified procurement process managed by the DGA. This initiative is part of France’s broader strategy to streamline and strengthen defence collaborations with allied countries.

The framework agreement, while non-binding, sets the legal and cooperative groundwork for the procurement process. Participating countries, including Croatia, will not be obligated to purchase until an Acquisition Order is signed. This subsequent document will authorise the lead nation, France, to conduct procurement on behalf of the buying participants.

Financially, each country involved will fund their orders from their national budgets, potentially supplemented by European Union funds through the European Defence Industry Reinforcement through common Procurement Act (EDIRPA). This EU programme can provide co-financing of up to 15% of the total estimated cost, easing the financial burden on member states.

The CAESAR artillery system, manufactured by KNDS France, is highly regarded for its operational flexibility and precision. Mounted on a standard truck chassis, it offers a rapid deployment capability, making it a formidable asset for modern military operations. Its inclusion in the Croatian Armed Forces is expected to enhance the country’s artillery firepower and interoperability with other NATO and EU forces.
