The Advanced Technology Support Program is a government-wide contracting vehicle designed to meet Department of War requirements for rapid response across technology development, acquisition, and long-term support. It is intended to provide quick reaction capabilities covering the full spectrum of advanced microelectronics needs.

The ATSP5 award is structured as an indefinite-delivery, indefinite-quantity contract with firm-fixed-price and cost-plus-fixed-fee elements and a base ordering period of five years, plus two option periods of three and two years. The program has a ceiling of up to $25.3 billion and is available to all federal agencies, including Department of War, civilian, and Foreign Military Sales customers.
The scope of ATSP5 includes both hardware and software activities such as studies, design, simulation, fabrication, prototyping, integration, testing, and limited production. It also covers the development of methods and procedures, strategies for replacement alternatives, and technical interchange to support task execution.
