F-16D Block 70/72 for Philippines: Washington greenlights potential deal worth over USD 5 billion

The U.S. State Department has approved a potential Foreign Military Sale to the Government of the Philippines for F-16 fighter aircraft and related equipment, with an estimated value of $5.58 billion. The Defense Security Cooperation Agency (DSCA) formally notified Congress of the proposed sale on 2 April 2025.

 

Under the proposed deal, the Philippines has requested the purchase of 20 F-16 Block 70/72 fighter jets—16 single-seat and 4 dual-seat variants—along with a wide range of munitions, engines, targeting systems, communication tools, and support equipment. The package includes air-to-air and air-to-ground weaponry, radar systems, night vision devices, and logistics support, aiming to significantly enhance the country’s defence capabilities.

 

 

According to the DSCA, the proposed sale will “support the foreign policy and national security of the United States by helping to improve the security of a strategic partner.” The Philippines is seen as an important contributor to regional stability and economic progress in Southeast Asia.

The acquisition will bolster the Philippine Air Force’s ability to conduct key missions, including maritime domain awareness, close air support, suppression of enemy air defences, and aerial interdiction. Additionally, it will improve interoperability between the Armed Forces of the Philippines and U.S. military forces.

The U.S. government has stated that this sale will not alter the basic military balance in the region. The Philippines is expected to integrate the new systems without difficulty into its existing force structure.

 

 

Lockheed Martin, based in Greenville, South Carolina, has been named as the principal contractor for the aircraft and related systems. There are currently no known offset agreements in place, though such arrangements may be negotiated directly between the Philippine government and Lockheed Martin.

The DSCA emphasised that the sale includes training, maintenance support, software, spare parts, and other essential services to ensure long-term operational readiness. This package aims to provide the Philippines with a robust and modernised air combat capability to defend its national interests.
