F-35 JPO Japan program manager Graham Rowell receives order of the Rising Sun

The F-35 Joint Program Office (JPO) has announced that Graham Rowell, its Japan programme manager, has received the Order of the Rising Sun, Gold and Silver Rays, from the government of Japan. The prestigious award recognises his service and significant contributions to Japan and its defence forces.

 

The Order of the Rising Sun is one of Japan’s oldest national honours and is conferred in the name of the Emperor, following approval by the Japanese Cabinet. It is awarded to individuals who have made distinguished achievements in fostering relations with Japan, underscoring the high level of recognition Rowell has received.

“Graham Rowell’s recognition with the Order of the Rising Sun is a reflection of his commitment to strengthening the U.S.-Japan defense relationship,” said Lt. Gen. Michael Schmidt, F-35 JPO programme executive officer. “His efforts have made a lasting impact, and we’re proud to see his dedication honoured in this way.”

 

 

Rowell is among only 107 non-Japanese recipients of this honour out of 3,990 awarded this spring, placing him in a select group recognised by Japan. He has served in the F-35 JPO since 2016, playing a central role in the growth and development of Japan’s F-35 programme.

His leadership helped ensure the arrival of Japan’s first F-35 Lightning II aircraft at Misawa Air Base in 2018 and oversaw the establishment of new F-35 bases at Komatsu and Nyutabaru. Rowell also supported the development of an Air Vehicle Maintenance, Repair, Overhaul, and Upgrade (MRO&U) facility in Nagoya.

Additionally, Rowell was key to expanding Japan’s F-35 fleet, including both F-35A and F-35B variants, aligning with Japan’s evolving operational requirements. He helped initiate the transformation of two Izumo-class escort destroyers to support F-35B operations, enabling key demonstrations by the U.S. Marine Corps in 2021 and 2024.

 

 

“These modifications led to a U.S. Marine Corps demonstration where an F-35B landed on the JS Izumo (DDH-183) in October 2021, and the successful F-35 testing for the JS Kaga (DDH-184) off the coast of San Diego in late 2024,” the JPO stated. His work was vital in enabling Japan’s maritime and land-based F-35 capabilities.

“This is a tremendous and very much well-deserved honor,” said Asher Curry, F-35 JPO Japan deputy programme manager. “Through his work with the F-35 JPO, Graham did a great deal to strengthen the JASDF and US-Japan relations – this award is a testament to that.”
