The modem is designed to integrate with L3Harris’ portfolio of rapidly deployable SATCOM terminals, including the Panther II Man-Portable VSAT, Hawkeye 4 Lite 1.3M Fly-Away and Hawkeye 4 XY 2.6M systems. The companies said the system provides operators with expanded capability while reducing the amount of required hardware.
L3Harris and Comtech also collaborated with SES to certify the modem for use on SES’s Medium Earth Orbit mPower constellation. The modem is also undergoing certification by U.S. Space Force Delta 8 for operation on the Wideband Global Satellite Communications system with EBEM and DSSS waveforms.
If certified, the modem would be the only embeddable solution capable of operating across both SES’s Medium Earth Orbit Global Services and the Wideband Global SATCOM system. The companies said this would provide unique interoperability across multiple satellite constellations.
The C2/MP modem enables global, high-throughput, multi-orbit coverage using a single device paired with L3Harris tactical terminals. This allows field operators to access multiple orbits without requiring multiple systems.

The modem integrates multiple resilient waveform capabilities, including DSSS, which is designed to resist interference, detection, interception and jamming. The companies said combining these capabilities into a single hardware package marks a significant development for SATCOM operators.
Built on Comtech’s software-defined architecture, the modem allows for rapid reconfiguration based on operational needs. This design is intended to improve flexibility and resilience in demanding environments.

The companies said the combined system offers secure multi-orbit access, interoperability and simplified deployment through a unified interface. It supports operations across Medium Earth Orbit, Geosynchronous Earth Orbit and Highly Elliptical Orbit networks.
L3Harris said it is currently accepting orders for tactical SATCOM terminals paired with the C2/MP modem. The system is intended to provide faster setup and reduced training requirements for operators in the field.
