Through SHIELD, the agency aims to build “continuous, layered protection against air, missiles, space, cyber and hybrid threats,” according to the RFP. The contract is designed as a flexible vehicle to enable MDA and other Department of Defense components to rapidly issue orders.
The RFP outlines 19 areas of work, including research and development, prototyping, systems engineering, weapons design, data mining, cybersecurity, and modelling and simulation. Selected contractors will be expected to apply technologies such as artificial intelligence and machine learning, as well as model-based systems engineering and agile acquisition practices.
The anticipated performance period is 10 years, including options, with proposals due by 6 a.m. Eastern time on 10 October. MDA confirmed the SHIELD programme is one of several contracting vehicles supporting President Donald Trump’s Golden Dome initiative.
