Under a 2024 contract, DEMETER includes the deployment of SitaWare Headquarters across NATO sites, its integration with NATO’s operational command structures, and the provision of user training and long-term support. The system improves agility and data-driven decision-making by enabling NATO land forces to share real-time information in complex operational environments.
This achievement results from close collaboration across the NATO enterprise, with Allied Command Transformation leading capability design and validation, and NCIA overseeing technical delivery and rollout. The IOC confirms that installation, testing, and training have been completed at Allied Land Command in Izmir, Türkiye, and Joint Force Command in Brunssum, the Netherlands.
“The declaration of IOC marks a significant step in NATO’s ongoing efforts to modernize land Command and Control capabilities,” said NCIA General Manager Ludwig Decamps. “Sitaware is a robust, interoperable solution, developed hand-in-hand with NCIA and NATO Allies, that will help strengthen our ability to operate together in the current complex environment.”
“With IOC now achieved, we are ready to support the continued operationalization of SitaWare across NATO structures – ensuring users have the tools they need to plan, decide, and act in demanding environments,” stated Michael Holm, Founder and Chairman of Systematic.
Final Operating Capability is targeted for completion by March 2026, with installations underway at additional NATO sites including the Joint Warfare Centre, Joint Force Command Naples, and Joint Force Command Norfolk. This next phase will also focus on boosting interoperability with NATO systems and delivering tailored training content.
DEMETER is fully compliant with Federated Mission Networking standards, ensuring secure, seamless data exchange among NATO forces and partners. NCIA remains committed to advancing NATO’s digital transformation and working closely with industry to maintain technological superiority across all operational domains.
