NATO Support nad Procurement Agency welcomes Joseph F. Lyden as Chief Procurement Officer

The NATO Support and Procurement Agency (NSPA) has announced the appointment of Joseph F. Lyden as its new Chief Procurement Officer. Lyden will oversee all procurement and contracting operations within the organisation, ensuring compliance with the NATO Support and Procurement Organisation (NSPO) Charter and related guidelines.

 

In his role, Lyden is tasked with leading effective procurement and contracting processes, serving as the executive authority for contract awards, and providing strategic advice to the General Manager on procurement functions. He will also chair the Contract Award Committees, a critical responsibility to uphold the organisation’s procurement standards.

Bringing over 15 years of acquisition management experience, Lyden’s expertise spans major systems development and lifecycle sustainment. Prior to joining NSPA, he held a senior role at Ramstein Air Base, overseeing procurement operations for the Air Force Installation Contracting Center in Europe. His portfolio included a staggering $8.5 billion in contracts, along with managing a workforce of over 370 professionals.

In his previous position,  Lyden exercised senior contracting authority across USAFE/AFAFRICA buying organisations and two combatant commands, EUCOM and AFRICOM. He also served as the Command’s Competition Advocate and Ombudsman, promoting a transparent and equitable acquisition process.

Lyden holds a master’s degree in Public Administration from Wright State University in Dayton, and he has achieved the highest certification level for contracting professionals from the U.S. Department of Defence. Outside of his professional duties, he enjoys golfing and travelling with his family.

Commenting on his new position, Lyden stated, “It is a distinct honour to join NSPA during a consequential time in the history of the Alliance. My goal is to lead our procurement professionals to deliver world-class capabilities to our end-users at the speed of relevance.”
