Norway initiates talks with allies for strategic partnership on new frigate acquisition

The Norwegian Ministry of Defence has announced plans to invite France, Germany, the United Kingdom, and the United States to explore a strategic partnership for the delivery of new frigates. These vessels are intended to replace the Royal Norwegian Navy's current Fridtjof Nansen-class frigates as part of Norway’s long-term defence strategy.

 

“The new frigates represent the largest acquisition planned for the Norwegian Armed Forces in the coming years. Norway is an important maritime nation in NATO, and through this and other maritime investments we will be strengthening both national and allied security,” stated Norwegian Minister of Defence, Bjørn Arild Gram.

 

 

As outlined in the Norwegian Parliament’s Long-Term Plan for the Armed Forces, passed in June 2024, the programme includes acquiring a minimum of five, with an option for a sixth, anti-submarine warfare frigates equipped with embarked helicopters. The plan emphasises the importance of these vessels being developed as part of a strategic partnership rather than standalone acquisitions, ensuring long-term collaboration in acquisition, operation, maintenance, and upgrades.

To expedite the project and minimise upgrades to the existing fleet, Norway intends to join an active production line for similar vessels. The strategic partnership will prioritise shared defence interests and align closely with Norway’s maritime security needs. “Solid and predictable cooperation on both security and defence policy will be at the heart of the strategic partnership that we envision, which will include everything from force generation to operations and joint development of new capabilities,” said Gram.

 

 

The Norwegian Government aims to select its strategic partner by 2025, with a strong focus on industrial opportunities for Norwegian companies. “The Norwegian Government’s goal is that our planned maritime investments should help generate jobs and opportunities throughout the country. A key consideration will therefore be the ability for Norwegian technology and industry to contribute to the development and sustainment of both our own future frigates and those of our chosen strategic partner,” Gram added.
