On November 14, at the Steering Board of the European Defence Agency (EDA), the 27 EU Ministers of Defence approve the 2023 EU Capability Development Priorities. The document serves as a baseline for EU-wide defence planning, and all EU defence-related initiatives. The 22 priorities reflect the military realities observed in Ukraine; support EU defence objectives; and are designed to lead to concrete projects.
