President of the United States Joe Biden has announced a significant new security assistance package to bolster Ukraine’s defence capabilities. The announcement includes a USD 1.25 billion Presidential Drawdown Authority (PDA) package and a USD 1.22 billion Ukraine Security Assistance Initiative (USAI), aimed at addressing both immediate and long-term security needs.

The Presidential Drawdown Authority enables the transfer of critical equipment from existing U.S. military inventories. This includes air defence missiles, rocket system munitions, artillery rounds, and anti-tank weapons. The Ukraine Security Assistance Initiative will fund the procurement of additional advanced capabilities, such as unmanned aerial systems, air-to-ground munitions, and enhanced air defence systems.

Key components of the packages include:

  • Munitions for NASAMS and HAWK air defence systems;
  • Stinger missiles;
  • Ammunition for HIMARS;
  • 155mm and 105mm artillery ammunition;
  • High-Speed Anti-Radiation Missiles (HARMs);
  • Counter-Unmanned Aerial Systems (c-UAS) munitions;
  • Tube-launched, Optically guided, Wire-tracked (TOW) missiles;
  • Javelin and AT-4 anti-tank systems;
  • Small arms, ammunition, and grenades;
  • Secure communications equipment and satellite imagery services;
  • Medical supplies, clothing, and individual equipment;
  • Maintenance, sustainment support, and training.

This announcement represents the 23rd USAI package and the 73rd tranche of military equipment drawn from Department of Defense inventories for Ukraine since August 2021. The initiative underscores the Biden Administration’s commitment to equipping Ukraine with the tools needed to counter Russian aggression and defend its sovereignty.
