U.S. State Department approves potential $150 million sale of Starlink satellite communications services to Ukraine

The U.S. State Department has approved a possible Foreign Military Sale to Ukraine of Starlink satellite communications services and related equipment valued at an estimated $150 million. The Defense Security Cooperation Agency has delivered the required certification notifying Congress of the determination.

 

Ukraine has requested an extension of satellite communications services for its Starlink terminals. The package will also include US Government and contractor engineering, technical and logistics support services, alongside other related elements of programme support.

According to the State Department, “This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a partner country that is a force for political stability and economic progress in Europe.” It added that “the proposed sale will improve Ukraine’s ability to meet current and future threats by further equipping it to conduct self-defense and regional security missions with a more robust defense capability.”

The Department confirmed that Ukraine will be able to integrate the services into its armed forces without difficulty. It further stated that “the proposed sale of this equipment and support will not alter the basic military balance in the region.”

 

 

The principal contractor for the sale will be Starlink Services, based in Hawthorne, California. No offset agreements have been proposed at this time, with any such arrangements to be defined in negotiations between Ukraine and the contractor.
