Ukraine and France sign intent to launch joint weapons production and expand defence cooperation

Ukraine and France have signed a Letter of Intent on joint weapons production in both countries, marking a step towards major shared defence industry projects. The document was signed in Kyiv by Mykhailo Fedorov, Ukraine’s Minister of Defence, and Catherine Vautrin, France’s Minister of the Armed Forces and Veterans Affairs.

Ukraine and France have signed a Letter of Intent on joint weapons production in both countries, marking a step towards major shared defence industry projects. The document was signed in Kyiv by Mykhailo Fedorov, Ukraine’s Minister of Defence, and Catherine Vautrin, France’s Minister of the Armed Forces and Veterans Affairs.

 

According to the Ministry of Defence of Ukraine, the French side also informed the Ukrainian delegation about preparations to deliver additional Mirage aircraft. During the talks, the two countries aligned on key priorities for defence cooperation and discussed funding sources for joint projects, including European Union credit financing and the SAFE programme.

The Ukrainian delegation was led by First Deputy Minister of Defence Oleksii Vyskub and Deputy Minister of Defence for European Integration Sergiy Boyev, while the French delegation was headed by Catherine Vautrin. The sides discussed options to accelerate aircraft deliveries, strengthen Ukraine’s aviation capabilities and ensure a record volume of deliveries of AASM Hammer guided aerial bombs.

Air defence was a central focus of the discussions, with Ukraine expressing interest in further supplies of SAMP/T, Mistral and Crotale systems and related munitions. The parties also discussed upgrading SAMP/T systems to counter ballistic threats more effectively, cooperation on Aster missile supply and production, the delivery of long-range strike systems including SCALP missiles, and advancing joint projects between governments and defence companies, including electronic warfare systems, while Ukrainian officials expressed gratitude to France for its consistent political and military support.
