The programme reflects the implementation of Ukraine’s War Plan, aimed at building mutually beneficial partnerships with partner countries. Officials said the cooperation is intended to strengthen defence industrial ties and support long-term capability development.
Ukraine is continuing to scale up production of unmanned systems while involving European partners in joint projects. Ukrainian manufacturers, having demonstrated the effectiveness of their technologies on the battlefield, are providing the technological foundation for the collaboration.
Romania is expected to gain access to advanced technologies and operational experience in the combat use of unmanned systems through the partnership. The cooperation is designed to combine Ukrainian expertise with Romanian industrial capacity.
The initiative includes not only procurement but also the full-scale deployment of production facilities in Romania. The participating parties are working to align technical solutions that can be rapidly implemented and to establish production teams and infrastructure.
Ukrainian drone manufacturers are already engaged in the process, presenting their technologies for adaptation to the requirements of the Romanian Armed Forces. The effort is focused on ensuring compatibility and operational readiness within Romania’s defence framework.
Funding for the projects will be provided through the SAFE instrument of the European Union. The programme is intended to support the development of Europe’s defence industry and enhance cooperation with Ukraine.
