“It is a great honour to be welcomed today to this important ceremony marking Romania’s association with OCCAR through the signing of this Framework Agreement. This moment is not only symbolic — it is strategic. It reflects our shared commitment to strengthening European defence cooperation, enhancing interoperability, and responding decisively to the evolving security landscape,” said Mr Sucker during the signing.
Romania’s participation is expected to support national defence objectives while deepening integration with European defence structures. “The signing of this agreement is a major step towards the armed forces’ modernization, an enhanced integration into the European defence system as well as towards supporting the national defence industry. It provides access to the state-of-the-art technologies and enhances cooperation with European partners,” stated Minister Mosteanu.
The agreement is viewed by both sides as a milestone in reinforcing collaborative defence capabilities across Europe. OCCAR’s role in managing advanced, multinational armament programmes provides Romania with expanded access to innovation, procurement efficiency, and strategic partnerships.
