Finnish Military Intelligence Review 2026: Russia’s ambitions grow, but no immediate threat to the country

The Finnish Defence Forces have published the Military Intelligence Review 2026, the latest public overview of military intelligence and the security environment. Similar reviews have previously been released in 2021, 2023, 2025 and 2026.

The Finnish Defence Forces have published the Military Intelligence Review 2026, the latest public overview of military intelligence and the security environment. Similar reviews have previously been released in 2021, 2023, 2025 and 2026.

 

According to the Defence Forces, Finland’s military intelligence service continues to develop as a provider of national security amid an unstable global situation. This work is shaped by Finland’s role as a neighbour of Russia, NATO membership, new working methods, shared situational awareness and an increasingly digitalised environment.

The purpose of the review is to offer an open and up-to-date picture of current military intelligence issues and wider security developments. It contains no classified information but instead describes key phenomena, threat assessments and trends affecting security.

 

 

The review states that the security environment is becoming more complex and requires constant monitoring and foresight. It notes that Russia continues efforts to restore its global superpower status while the war in Ukraine persists, although defence reforms have not significantly increased Russian military capability near Finland.

The assessment also highlights shifting power relations in the Middle East, rising tensions in the Baltic Sea region since early 2022, and a broader global return to power politics. Despite a tense operational environment, military intelligence considers it unlikely that Finland will face an immediate military threat in 2026, while monitoring of developments continues on a systematic basis.
