The planned memorandum is also intended to strengthen Ukraine’s capacity to oversee the quality of foreign procurement in line with NATO standards. Ukrainian authorities say the initiative will reinforce cooperation mechanisms and ensure reliable quality control in defence-related trade.
Ukraine and Finland have already completed preparatory procedures for signing a Memorandum of Understanding on mutual Government Quality Assurance of defence-related goods, works and services. The Cabinet of Ministers of Ukraine has granted the authorisation required to conduct negotiations and sign the document.
Ukraine has previously concluded seven similar memoranda with Sweden, Czechia, France, Türkiye, Germany, Norway and Poland. Preparations are also under way for additional agreements with the United Kingdom, Italy, Denmark, the Netherlands and Slovenia.
The memorandum with Finland will introduce cooperation mechanisms between the defence ministries of both countries to ensure quality assurance of defence products under foreign trade contracts. Officials say this will streamline procedures between manufacturers, accelerate deliveries and strengthen confidence in products made by Ukraine’s defence industry.
Within the framework of the agreements already in place, the Ministry of Defence of Ukraine carries out mutual Government Quality Assurance of products under foreign trade contracts with both Ukrainian and foreign manufacturers. This system is intended to maintain a consistent approach to quality control and improve the effectiveness of international defence procurement and cooperation.
Colonel Yevhen Krasnykov, Head of the Main Department of State Quality Assurance, said the agreements play an important role in strengthening international confidence in Ukraine’s defence industry. He stated: “The implementation of these agreements will enhance the reputation of domestic manufacturers and strengthen international partners’ trust in defence products manufactured in Ukraine.”
