The agreement was signed on 11 July during the Ukraine Recovery Conference in Rome by D&M CEO Daniel Powers and Ukrainian Defense Industry Director General Oleh Huliak. The signing took place in the presence of senior officials including US Special Envoy Lt. General (Ret.) Keith Kellogg and US Chargé d’Affaires to Ukraine Ambassador Julie S. Davis.
“We have to gradually move from large-scale procurement to our own production to meet our immediate needs,” said Huliak. “It is equally important that the company will operate in a safe area. Our cooperation with American arms companies will continue in other areas.”
The joint venture aims to address the critical shortage of propellant for Ukrainian ammunition production. The initiative also reflects growing industrial cooperation between US firms and Ukrainian state-owned enterprises.
“This joint venture continues to build upon and further strengthen the relationship between D&M and Ukrainian state-owned enterprises with projects now in both Ukraine and the US,” said Powers. He also participated in a defence manufacturing panel at the Rome conference.
The propellant produced at the US-based facility will support Ukraine’s ongoing efforts to sustain its defence capabilities in the face of Russian aggression. The project marks a strategic move toward more secure and self-sufficient ammunition supply chains.
