Helsing and Kongsberg unite to build sovereign European space intelligence capability

Helsing and Kongsberg Defence & Aerospace have signed a teaming agreement to accelerate the delivery of critical European space capabilities. The companies plan to deploy a sovereign, space-based intelligence, surveillance and targeting constellation with an integrated communications layer for Europe by 2029.

Helsing and Kongsberg Defence & Aerospace have signed a teaming agreement to accelerate the delivery of critical European space capabilities. The companies plan to deploy a sovereign, space-based intelligence, surveillance and targeting constellation with an integrated communications layer for Europe by 2029.

 

Hensoldt will contribute sensor technologies to the collaboration, including radar and electro-optical systems. The initiative responds to Europe’s need for stronger deterrence and reflects the growing strategic importance of space-based intelligence highlighted by recent geopolitical developments.

The Norwegian-German partnership aligns with Germany’s defence space ambitions and builds on longstanding cooperation between the two countries. It aims to deliver a complete capability by integrating several advanced technologies across the space domain.

 

 

Kongsberg and Helsing will combine satellite platforms with AI-driven software to analyse data from synthetic aperture radar, electro-optical and radio-frequency sources. Helsing has already deployed proven onboard AI algorithms in orbit, while both companies bring operational experience from Ukraine.

Hensoldt will supply SAR radar, electro-optical and infrared sensors, as well as electronic warfare capabilities, while Kongsberg Satellite Services will provide access to its global satellite ground network. Isar Aerospace, operating from Andøya Space in Norway, has been selected as the preferred launch partner.

The project includes plans for local production facilities in Germany to strengthen European self-reliance in defence space. Gundbert Scherf, Co-CEO and Co-Founder of Helsing, said: “The war in Ukraine demonstrates that the most reliable targeting begins in space. Space-based ISR is the most reliable, all-weather source for persistent intelligence as we have demonstrated with our data analysis algorithms already being used in Ukraine. Together with Kongsberg, we will provide crucial integrated space defence systems to ensure Europe wins the fight for sovereignty.”

 

 

Eirik Lie, President of Kongsberg Defence & Aerospace, stated: “Sovereign monitoring, intelligence, and targeting are fundamental to credible deterrence. Communication, oversight and connectivity are key to operate defence assets effectively, and Europe needs full control over these capabilities. Germany and Norway together possess world-class space and defence industries, and by combining our strengths, we can field the required sovereign capabilities by 2029.”
