The ICR was finalised during the Steering Committee meeting held on 24 October 2025 at the OCCAR offices in Montrouge. OCCAR acts as the Contracting Authority for the programme on behalf of the European Commission and the participating states: France, Germany, Italy and the Netherlands.
Based on the results of the earlier Solution Space Review, the HYDIS team down-selected and assessed the two most promising interceptor concepts. A technical data package, including a detailed value analysis of the candidates against agreed CONOPS and metrics, was delivered to the participating states.
The project has also reached convergence on the propulsive architecture for the interceptor’s initial acceleration and mid-course phases. Work is now focused on further investigation of Kill Vehicle designs as the next development priority.
Workshops have enabled early and consistent engagement with the participating nations, helping to align user requirements during the Concept Phase. This process is set to conclude with the Mission Definition Review in early 2026.
The HYDIS programme is co-funded by the European Union through the European Defence Fund and by the four participating countries. The contract with the HYDIS consortium was signed by OCCAR under a Contribution Agreement with the European Commission.
