Missile Defense Agency reveals details of new $151 billion SHIELD contract

Roke, a subsidiary of Chemring Group PLC, has secured a major contract from the UK Ministry of Defence to lead a long-term missile defence programme. The multi-year framework, named Science & Technology Oriented Research & development in Missile defence (STORM), is valued at GBP 251 million over six years and begins with immediate effect.

The U.S. Missile Defense Agency (MDA) has released new information about a potential 10-year contract aimed at defending the United States from a wide range of airborne threats. Known as the Scalable Homeland Innovative Enterprise Layered Defense, or SHIELD, the contract has a projected maximum value of $151 billion, as stated in a pre-solicitation notice on SAM.gov.

 

SHIELD will be structured as an indefinite-delivery/indefinite-quantity (IDIQ) contract and is intended to equip American warfighters with advanced capabilities that support national security objectives. According to the MDA, the system will address ballistic, hypersonic and cruise missile threats across all phases of flight, as well as other advanced attacks from adversaries.

The planned architecture aims to deliver persistent and layered protection against threats originating from land, sea, air, space, or cyberspace. MDA is prioritising technologies that will ensure continuous defence coverage for the homeland.

To meet these objectives, the agency is seeking proposals that incorporate artificial intelligence, machine learning, open systems architectures, model-based systems engineering and digital engineering. These technologies are intended to accelerate the development, deployment, acquisition and long-term support of the SHIELD programme.

A draft solicitation for the SHIELD IDIQ contract is expected to be released in the coming weeks. This will outline specific requirements and invite industry participation in the initiative.
