Nordic defence firm Nammo has signed a letter of intent with a Ukrainian industrial partner to expand cooperation in ammunition production and supply. The agreement was formalised in the presence of both the Norwegian and Ukrainian defence ministers.

The aim of the agreement is to strengthen Ukraine’s access to strategic materials and enhance its capacity to produce ammunition and warheads. These capabilities are seen as critical to ensuring endurance and strategic autonomy during wartime.

Under the agreement, Nammo and its Ukrainian partner intend to establish a joint venture to develop, produce and sell ammunition in Ukraine. This move builds on a completed technology transfer and supply chain project for artillery ammunition, previously funded by the Norwegian government.

The initiative is intended to boost Ukraine’s domestic production capacity for ammunition, with additional support from national and international donors for procurement. These donors will be able to allocate funds for the purchase of finished ammunition produced through the venture.

A second element of the agreement will deepen and broaden the existing cooperation between Nammo and the Ukrainian partner. The long-term goal is to make Ukraine self-sufficient across the entire ammunition supply chain.

The existing 2024 agreement, financed by Norway, enabled licensed production in Ukraine using Nammo’s technology and methods. With the new arrangement, the Ukrainian partner will gain access to a wider range of products and additional technology, including key components such as propellants and chemicals.

“The technology transfer from Norway to Ukraine has been exceptionally successful. The Norwegian government is pleased to have supported this initiative. I am happy that Nammo now wishes to take this collaboration to the next level. Now, the cooperation between the companies is expanding because Ukraine’s ability to defend itself is closely tied to its ability to produce defence materials,” says Minister of Defence Tore O. Sandvik.

“Nammo and Norway’s collaboration with the Ukrainian partner has been very successful. Now we are significantly expanding this cooperation program. We are very proud of this,” says Nammo CEO Morten Brandtzæg.
