NATO allies and partners met in Bucharest on 15–16 October to coordinate responses to Russian hybrid activities. The annual NATO Hybrid Symposium focused on protecting critical infrastructure, particularly in the energy sector.

EU and industry representatives joined discussions on sabotage, drone incidents and cyber attacks. Participants shared lessons from recent incidents and examined closer cooperation with the private sector.

NATO Assistant Secretary General Jean Charles Ellermann-Kingombe said allies had the means and determination to counter hybrid threats. He said Russia’s hostile activities would not weaken allied unity or NATO’s ability to deter and defend.

He also said those activities would not undermine allied support for Ukraine. Representatives from the European Union, Ukraine and the Republic of Moldova shared their approaches to countering hybrid threats.

NATO’s Cyber and Digital Transformation Division co-organised the symposium with Romania’s Ministry of Foreign Affairs. Romania’s Ministry of Internal Affairs and the Romanian Intelligence Service supported the event.
