Operating from Italian Air Force Base Sigonella, the Force used the RQ-4D Phoenix to provide persistent and wide ISR coverage throughout the activity. This edition marked several milestones for NISRF, including the first integration of its own ISR Package Commander into the exercise structure to coordinate ISR effects across all participating components.
The Force also supported multiple Find–Fix–Track events at the same time for two separate Joint Force Commands, which improved the targeting picture across several headquarters. NISRF further showed operational flexibility by adjusting quickly to emerging targets in a fast-moving maritime environment, which reflected a core demand of Neptune Strike’s scenario.
These efforts supported commanders in preserving freedom of navigation, securing key maritime chokepoints, and protecting important underwater infrastructure. All three objectives remain central to the Neptune Strike series and to NATO’s wider maritime posture.

Neptune Strike 25-4 offered NISRF an opportunity to test new procedures, improve coordination with naval and air components, and confirm data sharing processes in a multi-domain maritime setting. The experience gained in ISR integration, multi-JFC support, and rapid retasking is expected to strengthen NATO’s ISR posture for future vigilance activities.
Through its continued involvement, NISRF highlights the growing maturity and relevance of NATO’s ISR capability. The Force’s contribution ensures that Allied decision makers retain an information advantage in a security environment that is becoming more contested.
