Norway to enhance Ukraine’s air defence with NASAMS systems under the Nansen Program

Norwegian Prime Minister Jonas Gahr Støre has unveiled the parliamentary report on the Nansen Program for Ukraine, a robust initiative aimed at bolstering Ukraine's defence capabilities and civilian resilience.

 

“Norway’s support to Ukraine is multifaceted, extending from donations of air defence missiles to funding for teachers’ salaries. These contributions are crucial not only for Ukraine’s defence efforts but also for sustaining the daily lives of its people,” Norwegian Prime Minister Støre remarked during the presentation. He stressed that Norway’s commitment to Ukraine is a long-term endeavor, enjoying unanimous support from the Storting (Norwegian Parliament) and underlined by the belief that Russia’s aggression constitutes the most significant security policy challenge of our era.

The Nansen Program, a five-year initiative named after the famed Norwegian explorer and diplomat Fridtjof Nansen, embodies Norway’s comprehensive approach to aid Ukraine. It includes extensive military support, notably in air defence and artillery ammunition, areas that have been prioritized by Ukraine in its defence strategy. Norway, in collaboration with the United Kingdom, is spearheading a maritime coalition aimed at enhancing Ukraine’s coastal and maritime defences.

 

 

In 2023, Norway’s contribution under the Nansen Support Programme for Ukraine amounted to NOK 10 billion (approximately USD 1.2 billion), with a significant portion allocated to air defence systems. These systems have played a pivotal role in safeguarding not only the Ukrainian military but also civilians, residential areas, and critical infrastructure from aerial attacks.

Norwegian Defence Minister Bjørn Arild Gram highlighted Norway’s military aid, which includes artillery, armored vehicles, tanks, and mine clearance equipment. “Training Ukrainian soldiers has been a fundamental aspect of our support, with Norwegian Armed Forces instructors providing training in the UK, Germany, Lithuania, and Norway,” Gram added.

The presentation also featured insights from key stakeholders engaged with Ukraine, including Eirik Lie, President of Kongsberg Defence & Aerospace, signifying the broad base of Norwegian support encompassing civil society, the business sector, academia, and the defence industry.

The Nansen Program also facilitates the provision of NASAMS air defence systems and anti-drone systems through Kongsberg Defence & Aerospace, significantly enhancing Ukraine’s defensive posture against aerial threats.

Reflecting on his visit to Ukraine, Norwegian Prime Minister Støre shared his firsthand observations of the devastation wrought by the conflict and the crucial role of effective air defence systems in preventing further destruction. “Witnessing the impact of our support on the ground reinforces our resolve to stand with Ukraine in its fight for survival and freedom,” Støre concluded, affirming Norway’s unwavering support for Ukrainian sovereignty and democratic values.
