The OCCAR-EA Director, Joachim Sucker, and Romania’s Deputy Prime Minister and Minister of National Defence, Ionut Mosteanu, have signed a Framework Agreement to formalise Romania’s participation in OCCAR-managed programmes. The agreement sets the legal foundation for Romania’s involvement in multinational defence initiatives coordinated by the Organisation for Joint Armament Cooperation.

“It is a great honour to be welcomed today to this important ceremony marking Romania’s association with OCCAR through the signing of this Framework Agreement. This moment is not only symbolic — it is strategic. It reflects our shared commitment to strengthening European defence cooperation, enhancing interoperability, and responding decisively to the evolving security landscape,” said Mr Sucker during the signing.

Romania’s participation is expected to support national defence objectives while deepening integration with European defence structures. “The signing of this agreement is a major step towards the armed forces’ modernization, an enhanced integration into the European defence system as well as towards supporting the national defence industry. It provides access to the state-of-the-art technologies and enhances cooperation with European partners,” stated Minister Mosteanu.
