OCCAR manages 28 cooperative defence programmes worth approximately €8.5 billion annually, with the Netherlands expected to become its seventh member state. The organisation outlined its workload and expansion prospects as it marked its 25th anniversary near Bonn on 20 October.

The programmes cover air, land, sea, space and cyber capabilities. OCCAR manages projects throughout their lifecycle, from development and acquisition to sustainment.
Delivery record spans 25 years

OCCAR said it had delivered more than €125 billion in capability output since becoming an international organisation in 2001. It has also secured more than €600 million in European Union funding for cooperative defence initiatives.

The organisation brings together six member states and 14 participating states. It employs nearly 500 international staff across 10 European locations.

Its programme management model allows governments to share the work of developing and acquiring complex military capabilities. OCCAR said this helps nations pursue projects that would be harder, more costly or less effective to undertake alone.

Dutch accession would increase OCCAR’s formal membership to seven states. The announcement did not specify when the Netherlands would join.

OCCAR expects further growth in the number of programmes it manages, although it provided no numerical forecast. It continues to work with NATO and the EU alongside its programme responsibilities.

Senior representatives of the six member states attended the anniversary event at Petersberg. The organisation said its priorities remained helping governments develop, acquire and sustain critical military capabilities.
