Slovenia orders CAESAR artillery systems from European defence group KNDS

By Defence Industry Europe

In June 2024, the Ministries of Defence of Croatia, Estonia, and France signed a Framework Agreement for the joint European procurement of CAESAR artillery systems. The agreement is aimed at encouraging EU Member States to cooperate on joint defence procurement and at strengthening the technological and industrial base of European defence.

The Framework Agreement defines in detail the conditions for cooperation in the procurement of CAESAR systems, with the French participant acting as the lead, authorised to carry out procurement on behalf of the involved parties. It includes provisions relating to organisation and management, contractual and financial arrangements, claims and liability, the use of information, and security.

Following prior notification to the Government of the Republic of Slovenia, the Ministry of Defence of Slovenia, together with Bulgaria and Portugal, joined the Framework Agreement in May 2025 by signing Amendment No. 1. This amendment expanded the original agreement signed by the Ministries of Defence of Croatia, Estonia, and France.

Under Amendment No. 1, the Republic of Slovenia plans to procure equipment and services in two phases. In the first order, confirmed by the Ministry of Defence in June 2025, twelve 155 mm CAESAR 6×6 self-propelled howitzers will be delivered by 2028, including reconnaissance systems and the Atlas artillery information system.

The value of this initial order is just under €87 million, excluding VAT. A further six CAESAR artillery systems will be ordered and delivered by 2030.
