The agreement outlines plans to establish a Swedish-Ukrainian Defence Innovation Hub in Ukraine as a central unit connecting stakeholders across both nations’ innovation ecosystems. The Hub aims to support the exchange of innovative solutions and real-world experience to strengthen military capabilities.
Ukraine, which has rapidly developed defence technology under wartime conditions, brings operational insights, while Sweden contributes advanced research and production capabilities. This partnership provides what the Swedish Ministry of Defence calls a “firm base for a Defence Innovation Partnership.”
The cooperation also includes goals to scale up production, build resilient defence supply chains, and explore joint projects under the ‘Build with Ukraine’ initiative. Sweden and Ukraine had previously signed a separate agreement on the co-production of defence materiel in Sweden.
The letter of intent is structured around eight focus areas, including industrial collaboration, promoting battlefield-proven innovations to partners, and pursuing further agreements to support the growing partnership. Both countries see the initiative as a long-term investment in regional and European security.
