Budget documents show the Navy is seeking $60.2 billion through the base budget and an additional $5.6 billion via reconciliation. When adjusted for inflation, the proposal represents the second-largest shipbuilding request since 1955.
The only higher request in real terms occurred in 1962 during the Navy’s “41 for Freedom” ballistic missile submarine programme. Officials said the current proposal reflects renewed emphasis on naval expansion and capability development.
The budget outlines plans to procure a range of vessels across multiple categories. A White House fact sheet indicates the request includes 18 battle force ships and 16 non-battle force ships, although detailed allocations remain limited.
The Navy’s proposal includes major platforms such as Virginia-class attack submarines and a Columbia-class ballistic missile submarine. It also includes a new guided-missile destroyer, amphibious ships and logistics support vessels.
Additional vessels in the request include submarine tenders, fleet oilers, surveillance ships and sealift platforms. The budget also supports specialised ships and connectors designed to enhance operational and logistical capabilities.
“The Budget also supports strategic sealift vessels, hospital vessels, Consolidated Cargo Replenishment at Sea tankers, a special mission ship, submarine tenders and other vessels vital for logistics,” the document states.
The shipbuilding request is aligned with the administration’s broader “Golden Fleet” initiative. This effort includes the development of new ship classes, including a proposed Trump-class battleship.
The Navy has also shifted its approach to its future frigate programme. The Constellation-class programme has been cancelled, with plans to replace it with a variant based on the Coast Guard’s Legend-class National Security Cutter.
The fiscal 2027 proposal continues the use of reconciliation funding to support defence priorities. Lawmakers previously approved a similar approach in the fiscal 2026 budget, allowing funds to be distributed over multiple years.
Officials said further details on the budget are expected later this month. The proposal underscores a continued focus on expanding U.S. naval capabilities in response to evolving strategic requirements.
