EU pays Ukraine €1.24 billion for drones and missiles under €90 billion support loan

The European Commission has disbursed €1.24 billion for drones, drone interceptors, drone ammunition and missiles produced in Ukraine. The payment supports Ukraine’s defence industry and its ability to counter Russian attacks.

The funding comes from the defence component of the €90 billion Ukraine Support Loan. The instrument has an indicative split of €60 billion for defence and €30 billion for budget support over 2026–2027.

“Every euro we sent to Ukraine today is turned into drones, interceptors and missiles,” said Andrius Kubilius, Commissioner for Defence and Space. “We are helping Ukraine to defend itself and building up its defence industry at the same time.”

“With five defence payments now made, the Ukraine Support Loan is doing exactly what it was designed to do: help Ukraine to defend itself against Russia’s illegal and unjustified war,” Kubilius said. Further defence payments are expected in the coming weeks.

“Russia is continuing its deliberate strategy of terror – trying to make daily life unbearable for Ukrainians,” said Commission President Ursula von der Leyen. “Today’s disbursement will help strengthen Ukraine’s defence industry.”

“And Ukraine’s ability to defend itself,” von der Leyen said. “To protect people and infrastructure.”

Defence funding available for 2026

The Commission plans to disburse €28.3 billion for Ukraine’s defence industrial capacity in 2026. Funding decisions reflect Ukraine’s changing needs and are subject to agreed conditions and monitoring.

For the rest of 2026, €28.1 billion remains available under the Ukraine Support Loan. This includes €15.4 billion for defence industrial capacity and €12.7 billion in budget support.

Another €4.4 billion in budget support remains available under the initial Ukraine Facility. Total financial support still available for the year stands at €32.5 billion.

More than €17 billion of that amount is budget assistance. Disbursement depends on Ukraine meeting the relevant conditions in the Ukraine Plan and the Memorandum of Understanding.

Support for production and public services

The European Parliament and the Council established the loan through a regulation adopted in February 2026. The Council approved the assistance available for 2026 on 23 April, following Ukraine’s submission of its financing strategy in March.

The defence component supports reconstruction and modernisation of Ukraine’s defence industrial base and its gradual integration with Europe’s. Budget assistance supports state operations, essential public services and economic resilience.

The EU and its member states have provided €228.7 billion in overall support to Ukraine since 2022. That figure includes €3.8 billion from the proceeds of immobilised Russian assets.
