Eurosam and Naviris advance Horizon-class frigates upgrade to production phase

Defence industry partners Naviris and eurosam have successfully completed the Critical Design Review (CDR) for the Horizon Mid-Life Upgrade (MLU) Programme. This milestone marks the official transition from the design phase to the production phase of the binational project for the Italian and French Navies.

 

The Horizon-class frigates – Andrea Doria, Caio Duilio, Forbin, and Chevalier Paul – were originally delivered between 2009 and 2011. The upgrade, scheduled between 2026 and 2030, aims to extend the operational life of the ships while integrating new technologies to maintain their effectiveness.

The Horizon MLU contract was awarded in July 2023 by OCCAR (Organisation for Joint Armament Cooperation), representing both Italy and France. Naviris, a joint venture between Fincantieri and Naval Group, and eurosam, a joint venture between MBDA and Thales, are jointly managing the programme, with support from partners including Leonardo, Thales, SiGen, and MBDA.

 

 

The programme focuses on the enhancement of key systems, including the PAAMS (Principal Anti-Air Missile System) based on the Aster missile and upgraded Electronic Warfare Systems (EWS). These improvements are designed to address obsolescence and improve defence capabilities against evolving aerial and missile threats.

“The successful completion of the CDR confirms the robustness of the technical solutions retained and demonstrates the commitment of all stakeholders to deliver a modern and future-proof capability to the Italian and French Navies,” said Paolo Sisto, Managing Director of eurosam. Giuseppe Giordo, CEO of Naviris, added: “We are proud to contribute to this strategic binational programme and to enter the production phase on schedule and within budget.”

 

 

System integration is planned to begin with the Italian Navy in mid-2026 for the first ship, followed by a second in late 2027. The French Navy will follow with integration starting in mid-2028, and the second ship in late 2029.

All upgrade activities are expected to be completed by 2030, maintaining the Horizon-class ships as key assets for national and European naval operations. The programme reflects continued Franco-Italian cooperation in naval defence and shared investment in technological modernisation.
