L3Harris and Dutch Ministry of Defence sign strategic partnership agreement to support FOXTROT communications

L3Harris Technologies has signed a strategic partnership agreement with the Dutch Ministry of Defence to support future defence modernisation needs. The agreement was signed at the Kromhoutkazerne in Utrecht, Netherlands, in June 2026.

The company said the agreement commits both sides to work more closely on future capability needs and requirements. The cooperation is focused on protecting national and allied territory.

The new agreement builds on an Industrial Cooperation Agreement signed with the Ministry of Economic Affairs and Climate Policy in December 2025. It also follows L3Harris’ long-term agreement with the Dutch Ministry of Defence for the FOXTROT programme in early 2025.

L3Harris said it has continued to strengthen its support for the Dutch industrial base. The company is the first firm supporting the FOXTROT programme to sign this type of strategic partnership agreement, which will run for the duration of the programme.

“On the battlefield against adversaries with sophisticated electronic warfare capabilities, if you can’t communicate, you can’t move with purpose – and you can’t win,” said Chris Aebli, President, Mission Critical Communications, Communications & Spectrum Dominance, L3Harris. “The Netherlands understands this threat to their national interests and has partnered with us to deliver truly resilient, interoperable technology tailored to their needs for FOXTROT and beyond.”

Vice Adm. Jan Willem Hartman, Commander, Materiel and IT Command, said the agreement sets shared goals for the programme. He said it is intended to support innovation, delivery and management of interfaces.

“The strategic partnership agreement reflects our shared ambition to continuously improve the FOXTROT solution, drive innovation, streamline delivery processes and effectively manage interfaces,” Hartman said. “Together, we have established a common vision and clear objectives for the results we aim to achieve.”

L3Harris delivered the first equipment under the FOXTROT programme in July 2025. The company said the delivery enhanced the Netherlands’ resilient communications capability and interoperability with NATO allies.

 

 

The systems are intended to help counter sophisticated electronic warfare threats from adversaries. L3Harris said the strategic partnership agreement will support continued improvement of the FOXTROT solution.

“The strategic partnership agreement and the ICA both highlight our commitment to support our customers’ desires for collaboration with local industry, which ensures enduring solutions for the long term,” said Sandy Olejniczak, Senior Director, European Sales, L3Harris. “Our partners under the ICA deliver native Netherlands content to the Dutch MoD and help further strengthen the country’s defense industrial base.”

L3Harris said the combination of enhanced communications systems and innovation from the partnership will support Dutch efforts to stay ahead of adversarial technology development. The company said the agreements are also intended to strengthen the Netherlands’ defence industrial base over the long term.
