NATO deploys RQ-4D Phoenix ISR uncrewed aircraft to Finland for first operational mission

By Defence Industry Europe

NATO’s Intelligence, Surveillance and Reconnaissance Force (NISRF) has, for the first time, operated its RQ-4D Phoenix high-altitude long-endurance remotely piloted aircraft from Finland. This deployment demonstrates NATO’s flexible ability to project ISR capabilities across Allied territory, enhancing informed decision-making and timely responses.

The operation from Pirkkala Air Base marked a practical test of NISRF’s rapid deployment capabilities in diverse environments. The Portuguese Air Force ensured swift and professional transport of equipment from Sigonella to Finland, highlighting Allied cooperation and readiness.

Flying missions from Finland enabled NISRF to broaden its operational range and contribute directly to joint intelligence efforts in a strategically vital region. “It is an honour for Finland to host a capability like this,” said General Janne Jaakkola, Commander of the Finnish Defence Forces.

General Jaakkola emphasised the value of NATO membership for smaller nations, stating: “For a small nation this kind of a capacity is not affordable. But as a member of the Alliance this is now also at our disposal.” He added, “After this successful deployment we know each other better, the procedures and the way of working.”

The integration of Finnish and NATO personnel during the mission reflects NATO’s Agile Combat Employment principles, projecting mission-ready forces that are flexible and responsive. “Our presence in Pirkkala reflects the core principles of Agile Combat Employment,” said Brigadier General John B. Creel, NISRF Commander.

Creel further noted that the deployment demonstrated effective cooperation, saying, “The excellent cooperation has shown how effectively our teams can work together to enhance survivability, adaptability, and operational effectiveness.” The RQ-4D Phoenix provided wide-area surveillance across thousands of kilometres.

Lieutenant Colonel Francisco Gonzalez-Carnero, NISRF Detachment Commander, praised the host nation support, saying: “We are especially grateful for the outstanding support and cooperation provided by the Finnish Air Force.” He continued, “Our personnel adapted quickly and effectively to the unique environment here in Finland.”

The successful deployment sets a precedent for future forward operations across NATO territory. As the Alliance adapts its deterrence and defence posture, platforms like the RQ-4D Phoenix will remain critical to mission success and operational readiness.
