NATO’s senior nuclear advisers met in Helsinki on 21 October to discuss modernising the alliance’s nuclear capabilities and strengthening its planning capacity. The High Level Group held the consultations under direction from the Nuclear Planning Group, which it advises.

Allies reaffirmed that strategic nuclear forces remain the supreme guarantee of their security. They stressed that nuclear deterrence is a shared responsibility, supported by their commitment to collective deterrence and defence.

NATO said its nuclear posture is intended to preserve peace, prevent coercion and deter aggression. The announcement gave no details of specific modernisation projects or changes to nuclear planning.

The allies thanked Finland for hosting the meeting and praised its commitment to the alliance. NATO said Finland had strengthened collective deterrence and defence since becoming a member in 2023.
