The new Legacy Building will bring the Roy Innovation Center to six buildings and more than 1.1 million square feet of office space. Construction is due to begin this summer and be completed by 2028.
Northrop Grumman said the Roy campus was developed to support Sentinel and other advanced aerospace and defense missions. Its location near Hill Air Force Base is intended to strengthen collaboration and accelerate work on major defense programs.
The company said nearly 5,000 Northrop Grumman employees across the United States are working to deliver Sentinel and achieve initial capability for the Air Force by the early 2030s. In Utah, Northrop Grumman directly employs more than 11,000 people and is the state’s largest defense contractor.

A recent study cited by the company found that Northrop Grumman supports more than 46,000 jobs across Utah. The study also said the company generates more than $12.4 billion for the state economy.

Ben Davies, corporate vice president and president of Northrop Grumman Defense Systems, said Utah’s workforce, location and community support made the state a strong fit for the expansion. “Utah’s world-class talent pool, strategic location to Hill Air Force Base and supportive community make it the ideal home for this expansion of Sentinel and other critical missions we support from this site,” said Davies.
“This groundbreaking symbolizes our longstanding commitment to the state and reinforces our investment in national security and local prosperity through an enduring presence that will support multiple missions for decades to come,” Davies said.
Northrop Grumman said it has invested $13.5 billion in infrastructure and research and development over the past five years. That includes $2 billion for solid rocket motor capacity and capabilities, which the company said will help accelerate and scale production for Sentinel and support the wider strategic deterrence and space launch industrial base.
The company said the Utah expansion reflects its focus on delivering capabilities that balance technology, affordability and speed. Northrop Grumman said its facilities and teams in the state will continue to support Sentinel and a wider portfolio of national defense missions.
