Russia’s 2025 budget allocates record proportion to military spending

China’s military assistance to Russia would fill the majority of the latter’s needs and help it to regain the initiative in the war with Ukraine. Chinese support so far is based mainly on dual-use materials and items, but bilateral and multi-dimensional military cooperation between Russia and China will likely deepen. Ukraine’s partners might still influence and limit these areas of cooperation, which directly contribute to the continuation of war by Russia.

Russian President Vladimir Putin has approved the national budget for 2025, which allocates a record amount to military spending. The budget, previously passed by the Russian parliament, reflects the country’s increasing focus on defence amidst global tensions.

 

The new budget designates approximately 13.5 trillion roubles ($126 billion) for military purposes, representing 32.5% of the country’s annual spending. This marks an increase of around 3 trillion roubles compared to the current year, where military expenditures accounted for 28.3% of the budget.

As a share of the national GDP, military spending is projected to rise from 6% this year to 6.31% in 2025. However, the budget forecast also anticipates a gradual reduction in defence expenditures in 2026 and 2027, suggesting a potential shift in fiscal priorities in the longer term.
