EU highlights progress in expanding ammunition production capacity at Chemring Nobel in Norway

The European Commission has welcomed significant progress in ammunition production capacity at Chemring Nobel’s facilities in Norway, under the Act in Support of Ammunition Production (ASAP) programme. Following a site visit on 21 October 2025, a delegation from the Directorate-General for Defence Industry and Space (DG DEFIS) confirmed major construction milestones and the installation of key production equipment.

The European Commission has welcomed significant progress in ammunition production capacity at Chemring Nobel’s facilities in Norway, under the Act in Support of Ammunition Production (ASAP) programme. Following a site visit on 21 October 2025, a delegation from the Directorate-General for Defence Industry and Space (DG DEFIS) confirmed major construction milestones and the installation of key production equipment.

 

Chemring Nobel is coordinating three ASAP-funded projects and has received €66.7 million in EU financial support to more than double its explosives production capacity. This funding is part of a broader European effort to reinforce the manufacturing of ammunition, gunpowder, and explosives across the EU and its associated partners.

 

 

The Commission underlined the programme’s role in tackling critical bottlenecks in the ammunition supply chain, particularly in the production of gunpowder, propellants, explosives, shells, testing capacities and missiles. ASAP projects contribute directly to the EU objective of reaching an annual output of 2 million 155 mm artillery shells.

 

 

A Commission spokesperson stated that the visit provided “first-hand confirmation of the substantial progress achieved with EU support” and highlighted the importance of ASAP in “accelerating delivery timelines across the European defence industry.” The Commission reiterated its commitment “to ensuring that EU financial support is swiftly translated into operational capabilities on the ground” and to maintaining “close monitoring [of] the timely and effective implementation of EU defence industrial projects across Member States and associated countries.”
