U.S. Missile Defense Agency issues initial SHIELD awards under multiple award contract valued at $151 billion

President Donald Trump has confirmed the selection of a design for the ambitious $175 billion Golden Dome missile defence shield, naming U.S. Space Force General Michael Guetlein as programme lead. The system, ordered under Executive Order 14186 on 27 January 2025, will be the cornerstone of a new space-based network to counter threats from China, Russia, and other potential adversaries.

The Missile Defense Agency has issued the first awards under its Scalable Homeland Innovative Enterprise Layered Defense contract, a multiple award vehicle with a ceiling of 151 billion dollars. The initial phase includes 1,014 qualifying offerors selected in line with the solicitation terms.

 

The SHIELD framework allows the agency and other defence entities to compete orders rapidly under a single enterprise structure. Officials said performance will take place across the United States.

The contract covers a broad spread of work designed to speed the delivery of new capabilities to the warfighter. According to the announcement, this includes the use of artificial intelligence and machine learning applications where appropriate, and wider adoption of digital engineering, open systems architectures, model-based systems engineering and agile processes.

 

 

If all options are taken up, work will continue through December 2035. No funds are tied to the basic award, and obligations will be made at the order level.

The award was competed through the federal System for Award Management website, which drew 2,463 offers. MDA at Redstone Arsenal in Huntsville, Alabama, is identified as the contracting activity.
