In the first half of 2024, ECDI has already invested €110 million in defence infrastructure, accounting for 6% of the total construction output by Estonian construction companies, according to Kadi-Kai Kollo, head of ECDI’s infrastructure department. The key investment areas include facilities for new capabilities, such as barracks and storage buildings for weapon systems, strategic sustainability projects like warehouses, and infrastructure improvements to support the reception of allied forces, including upgrades to roads, bridges, and ports as part of the EstMilMob military mobility project.
Currently, the majority of defence infrastructure developments are concentrated in Western Estonia, Tartu, and South-Eastern Estonia. Key upcoming projects include the opening of Reedo military complex near Võru, which will enhance NATO’s ability to station allied units in the region, the completion of runway renovations at Ämari, and the inauguration of new facilities for the 2nd Infantry Brigade and the Estonian Military Academy in Raadi.
To support these infrastructure expansions, ECDI will be procuring a range of services, including furniture, security, cleaning, and taxi services. One of the largest services provided by ECDI is catering, which currently operates in nine locations across Estonia, supplying food to the Defence Forces in both routine and crisis situations, as well as providing three meals a day to approximately 5,000 conscripts, personnel, and allies. The catering is supported by nearly 100 suppliers, predominantly local Estonian food producers, including small-scale enterprises.
