U.S. establishes domestic TNT production to strengthen ammunition supply chain

By Defence Industry Europe

The U.S. Army has awarded a contract worth up to $435 million to REPKON USA – Defense LLC to establish a TNT production facility in Graham, Kentucky. The project aims to secure a reliable domestic supply of TNT for critical military applications, including ammunition, bombs, and artillery shells.

he contract, managed by the Army’s Joint Program Executive Office for Armaments and Ammunition and the U.S. Army Contracting Command – Rock Island, was awarded as a sole-source undefinitized contract action under specific provisions of U.S. law. The new facility will restore large-scale TNT production in the United States for the first time in decades, addressing a supply chain that currently relies entirely on foreign sources.

Douglas Bush, Assistant Secretary of the Army for Acquisition, Logistics and Technology, described the project as “a major step forward in rebuilding our industrial base.” He highlighted the importance of securing the TNT supply chain, saying, “Reshoring TNT production gives us the ability to control and secure our supply chain for this vital component, especially in an era of increasing global challenges.”

The facility is set to play a key role in strengthening national defence by providing the U.S. military with rapid access to critical munitions. This accelerated timeline will support the Army’s efforts to maintain readiness and resilience in the face of future conflicts.

Maj. Gen. John T. Reim, Joint Program Executive Officer for Armaments and Ammunition, emphasized the facility’s importance to the Army’s mission of munitions safety, reliability, and lethality. “This new state-of-the-art facility is essential to the JPEO A&A’s mission to develop, procure and field safe, reliable and lethal munitions to our joint warfighters and international partners,” he said. He added that the project would “further strengthen our defence industrial base, enabling munitions production at speed and scale.”

The contract award reflects JPEO A&A’s commitment to addressing potential supply chain vulnerabilities and reinforcing national security. By reshoring key materials like rare earth minerals, chemicals, and electronics, the U.S. Army aims to bolster its defence industrial base, making it more resilient in the face of global uncertainties.
