The agreements were signed by Ukraine’s Minister of Defence Mykhailo Fedorov and Germany’s Federal Minister of Defence Boris Pistorius. Ukrainian President Volodymyr Zelenskyy and NATO Secretary General Mark Rutte attended the signing.
The first implementation agreement is aimed at strengthening industrial cooperation between Ukrainian and German companies in air and missile defence. The focus is on developing European and Ukrainian industrial capabilities for anti-ballistic defence.
The agreement also supports the future development and manufacture of advanced interceptor missiles. The initiative forms part of a large-scale project to create a sovereign European solution against ballistic missile threats.
For Ukraine, the Ministry said this is one of the priority areas for strengthening protection of cities, critical infrastructure and civilians against Russian missile attacks. For Europe, it represents a step towards developing modern anti-ballistic capabilities based on Ukraine’s experience of full-scale war.
The project is being implemented as part of agreements reached between President Zelenskyy and Ukraine’s international partners. The Ministry did not provide further technical details on the anti-ballistic programme.
The second implementation arrangement provides for the joint production of Termit unmanned ground vehicles in Germany. The project will enable the joint manufacture and delivery of several thousand UGVs to the Defence Forces of Ukraine.
Germany will finance implementation of the Termit production project. The Ministry said the arrangement is intended to support Ukraine’s forces with additional unmanned ground capability.
Fedorov thanked Germany and Pistorius personally for their leadership and commitment. He said their support strengthens the Defence Forces of Ukraine and contributes to European security.
