The planned facility will be built in Victoria, Brasov County, with production scheduled to begin in 2028. The site is expected to create approximately 700 jobs and produce around 300,000 modular propellant charges annually, requiring 750 tonnes of powder.
Rheinmetall holds a 51% stake in the €500 million investment, while Pirochim Victoria retains 49%. The plant will also manufacture 200 tonnes of additional propellant powder to meet domestic demand and produce key energy precursors such as nitrocellulose.
“Propellant powder remains a strategic bottleneck within the defence industry,” said Armin Papperger, CEO of Rheinmetall AG. “The new production facility in Romania is another step towards our goal of achieving an annual production capacity of 20,000 tonnes of propellant powder by 2030.”
The venture marks a strategic expansion of Rheinmetall’s presence on NATO’s eastern flank. At the same time, Romania aims to generate long-term added value through domestic defence production capabilities.
