The meeting brought together defence leaders from France, Germany, Italy, Poland and the United Kingdom. Participants included Poland’s Deputy Prime Minister and Minister of National Defence, Władysław Kosiniak-Kamysz, Germany’s Federal Minister of Defence, Boris Pistorius, France’s Minister of the Armed Forces and Veterans Affairs, Catherine Vautrin, EU High Representative Kaja Kallas and NATO Deputy Secretary General Radmila Šekerinska.
During the discussions, Fedorov addressed priorities for strengthening missile defence and expanding Europe’s counter-ballistic capacity. He stated that Europe’s defence industry urgently needs to increase manufacturing volumes, as current production of such systems remains critically low.
Ukraine proposed launching joint projects with European countries to develop and manufacture counter-ballistic solutions. Fedorov noted that Ukraine is already implementing its own initiatives in this area.
The minister also underlined the importance of sustaining funding for the PURL programme. He described it as a critical channel for securing PAC-3 missiles for Patriot air defence systems.
Fedorov expressed gratitude for decisions taken at the Ukraine Defense Contact Group meeting in the Ramstein format. He specifically thanked Boris Pistorius for initiating additional deliveries of PAC-3 missiles, adding that Ukraine has already begun receiving them under the agreed framework.
“Delivering on agreements within hours is an example of how we should operate,” Mykhailo Fedorov emphasised.
He also said Ukraine is preparing proposals to increase economic pressure on Russia, including asymmetric measures targeting Russia’s “shadow fleet”. According to the minister, Ukraine is counting on European leadership to advance these measures.
Particular attention was given to the need for the swift and flexible use of the EU defence loan for Ukraine. Fedorov said these funds must serve the central aim of bringing the war to a successful conclusion for Ukraine.
