Estonia announces tender for advanced loitering munitions framework agreement

The Estonian Centre for Defence Investments (ECDI) has launched a tender for a seven-year framework agreement to procure loitering air munitions. The agreement aims to enhance the capabilities of the Estonian Defence Forces by securing a range of short- and long-range systems.

 

“The aim of the tender is to sign a framework agreement with multiple providers to procure comprehensive air munition capabilities,” said Ramil Lipp, Strategic Category Manager for Armaments at ECDI. The agreement will include unmanned aerial vehicles (UAVs) such as first-person view (FPV) drones, targeting and signal-extending devices, ground support units, training, and maintenance services.

Loitering air munitions, based on UAV technology, are equipped with cameras for round-the-clock target identification and can deliver explosives with precision. These drones are designed to minimise collateral damage while enabling highly accurate strikes on enemy targets. “The war in Ukraine has demonstrated that loitering air munitions or attack drones are highly effective tools for halting an adversary and delivering extremely precise strikes,” Lipp explained.

 

 

The framework agreement will include multiple partners to ensure flexibility and adaptability over time. “As the Estonian Defence Forces’ needs may change over time, this broad-based framework agreement will enable the purchase of different products over an extended period,” added Lipp.
